The Group of Fifty (G-50), a non-profit initiative is conceptualized and launched by Moisés Naím with the sponsorship of the Carnegie Endowment for International Peace.

A free trade agreement is signed in February by the Presidents of the five members of the Central American Common Market (Costa Rica, El Salvador, Honduras, Guatemala and Nicaragua) and the Presidents of Colombia and Venezuela.

The Supreme Court of Brazil rules in April that former President Fernando Collor de Mello should be indicted for his alleged role in massive fraud involving government funds and contracts while in office.

|
In an April plebiscite - required by the 1988 Constitution - popular disillusionment with the presidential system fails to translate into voter enthusiasm for a parliamentary alternative, or the return of the monarchy to Brazil.

Venezuelan President Carlos Andrés Pérez, charged with misuse of public funds, is impeached in May.

|
Guatemalan President Jorge Serrano illegally dissolves Congress and the Supreme Court attempts to restrict civil freedoms in May, allegedly to fight corruption. The "autogolpe" fails and when Serrano flees the country, Human Rights Ombudsman Ramiro De Leon Carpio is elected to complete the presidential term.

An intensive manhunt comes to an end in December when Pablo "El Doctor" Escobar Gaviria, leader of the Medellín cartel, is killed in a shootout with the Colombian police.

In December Argentine President Carlos Menem and former President Raúl Alfonsín and leader of the opposition Radical Civic Union sign a 10-point accord finalizing negotiation of constitutional reforms, including the lifting of the ban on consecutive presidential terms and the shortening of a president's period in office which is later approved by the Chamber of Deputies and by the Senate.

Peru and Bolivia complete an agreement granting landlocked Bolivia access to the Pacific ocean until the year 2091.
